You will most likely qualify for budget SEO if your web site is either local in nature or niche. Here are some examples of "niche" web sites. Oscilloscope providers, Drug Testing Programs, Venezuelan Coffee, Human Resource software etc. Most B2B web sites will qualify for budget seo by being a "niche" web site.
